Exchange of good practices with Council of Europe and European Court of Human Rights: Study visit under TSI project "Paperless Commercial Courts in the Republic of Croatia"
As part of the TSI project "Paperless Commercial Courts in the Republic of Croatia", the Council of Europe organized a study visit to Strasbourg on 5-7 February 2025, and the delegation consisted of representatives of the Ministry of Justice, Public Administration and Digital Transformation of the Republic of Croatia and the presidents and vice-presidents of four pilot commercial courts, in Zagreb, Dubrovnik, Split and Varaždin.
The project is funded by the European Commission via the Technical Assistance Instrument and is aimed at developing a methodology for the transition from paper to fully digital case flows of commercial courts. This transition is essential to optimise resources, reduce the length of proceedings and reduce backlogs.

During the study visit, advanced AI tools were presented to the delegation, as well as challenges and good practices in testing and optimising the new digital tools. Presentations were delivered by experts from the European Court of Human Rights, the European Commission and the Council of Europe.
The exchange of experiences during the visit played a key role in understanding the challenges and opportunities in the implementation of modern technological solutions, and this cooperation will contribute to the successful development of digital tools in Croatian commercial courts.
