13th Electronic Monitoring Conference: Beyond control - Electronic Monitoring and prevention

The Confederation of European Probation (CEP) organised the 13th Electronic Monitoring Conference in Cascais/Lisbon (Portugal) from 3 to 5 December 2024. 

The conference explored questions about how electronic monitoring (EM) assists with meeting the goals of the criminal justice system. 
 
  

This is an important topic for the Directorate for the Prison System and Probation, given the current overcrowding of correctional institutions and the importance of prevention. The introduction of electronic monitoring significantly contributes to facilitating the integration of offenders in the community using a much more humane approach. It also has a direct effect on reducing the overcrowding in criminal authorities. 

The Directorate for the Prison System and Probation and other beneficiaries of the NFM who participated in the Conference encounter the same specificities and challenges of working with persons under electronic monitoring, and they exchanged experiences and examples of good practice. 

The Conference was attended by representatives of the Prison System and Probation Directorate of the Ministry of Justice, Public Administration and Digital Transformation Robert Orbanić, Head of Department for Administrative Affairs of the Prison System and Robert Bertić, Head of Electronic Monitoring Division, and the participation was realised under the project "Strengthening the Capacity and Visibility of the Prison and Probation System", funded by the Bilateral Fund of the Norwegian Financial Mechanism.
