First meeting under activity “Upgrade of criminal records application system”
The Service Agreement for upgrade of the criminal records between the Ministry of Justice and Public Administration and company IN2 d.o.o. was signed in September 2021, upon completion of public procurement procedure, with the time limit of 17 months.

On 28 September 2021, the kick-off meeting was held at the Ministry of Justice and Public Administration, where the representatives of IN2 presented the work methodology and were introduced to current and planned activities of the Ministry which are relevant to the process of delivery of the contracted services. 

This project activity envisages technological enhancement of the criminal records system and the ECRIS-RI system (Reference Implementation software to exchange data concerning criminal records between Member States) and connection of criminal records with the national biometric database for the purpose of communication with the central ECRIS-TCN system (centralised system for the identification of Member States holding conviction information on third-country nationals and stateless persons). Furthermore, data collection, processing and delivery processes will be automated to enable delivery of answers within expected time limits, and additional automatic controls and reminders will be introduced to ensure data accuracy.

To achieve the defined results, modern technologies will be implemented for the purpose of better interconnection with other systems of the Ministry of Justice and Public Administration, other state bodies and other users legally authorised to obtain data from the criminal records.

First meeting under project activity "Training officers on the prevention of infectious diseases and first aid"
Implementation of the project activity of training officers on the prevention of infectious diseases and first aid, under the project "Enhancing the quality of the Croatian judicial system through further modernization of processes", has begun. The contract between the Ministry of Justice and Public Administration and the Croatian Red Cross was concluded in January 2022, with an implementation period of 6 months.

On 27 January 2022, the first working (kick off) meeting took place in the premises of the Ministry of Justice and Public Administration,  where the representatives of the Croatian Red Cross presented the Training Programme, which includes work methodology and training implementation timeline, and got acquainted with the current and planned project activities of the Ministry of Justice and Public Administration that are relevant to the process of delivery of contracted services. 

This project activity envisages training of 260 officers on the prevention of the spread of infectious diseases, in order to increase health protection of officers working in the prison and probation system, as well as 260 officers on the provision of first aid to prisoners and persons on probation, in order to increase the level of health security within penitentiaries and probation offices.

The total value of the project is HRK 48,700,529.84, while the value of the contracted services is HRK 117,000.00.

First meeting under project activity "Training officers on the application of basic principles, techniques and methods of Reality Therapy"
Implementation of the project activity of training officers on the application of the basic principles, techniques and methods of Reality Therapy, under the project “Enhancing the quality of the Croatian judicial system through further modernization of processes”, has begun.  The public procurement contract between the Ministry of Justice and Public Administration and the Croatian Association for Reality Therapy (CART) was concluded in January 2022, with an implementation period of 15 months.

On 3 February 2022, the first working (kick off) meeting took place in the premises of the Ministry of Justice and Public Administration,  where the representatives of the Croatian Association for Reality Therapy presented the Training Programme, which includes work methodology and timeline for implementing the basic training, and got acquainted with the current and planned project activities of the Ministry of Justice and Public Administration that are relevant to the process of delivery of contracted services. 

The basic training in reality therapy for probation officers and prison treatment officers will comprise three levels of training, and will include a total of 20 judicial officers - 13 from the prison system and 7 from the probation system, selected on the basis of a public call.

Research about the rate of recidivism within the prison and probation system
Project activity of research about the rate of recidivism within the prison and probation system has been launched, under the project “Enhancing the quality of the Croatian judicial system through further modernization of processes”. The contract between the Ministry of Justice and Public Administration and the Zagreb Faculty of Law was concluded in March 2022, with an implementation period of 10 months.

On 1 April 2022, the first working (kick off) meeting was held, where the representatives of the Zagreb Faculty of Law presented the Implementation Programme, which includes a timeline and a detailed schedule and description of activities, and got acquainted with the current and planned project activities of the Ministry of Justice and Public Administration that are relevant to the process of delivery of the contracted services. 

The objective of this project activity is to establish the rate of recidivism amond criminal offenders in the probation and prison system, and to identify the characteristics of recidivists from available documentation through two activities: research preparation along with data collection and processing/analysis, and provision of recommendations. The purpose of this research is to raise awareness about recidivists in the probation and prison system and the challenges faced by professionals working with that population.

Training of probation officers for the Programme for Prevention of Recurrent Criminal and Violent Behaviour "A Step towards Change"
Under the ESF project "Enhancing the quality of the Croatian judicial system through further modernisation of processes", a training of probation officers on the implementation of the Programme for Prevention of Recurrent Criminal and Violent Behaviour "A Step towards Change" was delivered at the Training Centre in Zagreb from 11 to 13 April 2022. 
 
The training was attended by 18 probation officers  from all over Croatia, who will implement this programme, intended primarily for violent offenders who undergo psychosocial treatment to eliminate violent behaviour. The trainers were Ms Vesna Zelić Ferenčić from the Probation Office Zagreb II and Ms Ivana Šuša from the Probation Office Zadar.  
 
This training was carried out under the project activity "Improvement and harmonisation of professional practices of individual categories of officers within the prison and probation system".  
First ceremonial conference of project “Enhancing the quality of the Croatian judical system through further modernization of processes”
Minister Malenica higlighted that over 200 million kuna have been invested in the modernisation and digitalisation of the judiciary over the last two and a half years, and that over  120 million kuna will be invested through the National Recovery and Resilience Programme. 
 
“Without high- quality, educated and, most importantly, motivated people, it is not possible to implement changes or achieve quality results. The added value of this project is that in addition to the development of IT infrastructure, it provides additional education for civil servants and officials in the judicial system," the Minister said. 
Referring to the activities of the prison and probation systems, the Minister pointed out that the probation service had recently celebrated its 10th anniversary and that it had received numerous international recognitions for its work. He added that, thanks to this project, prison and probation officers would learn additional techniques and methods of reality therapy. 
 
“This project is a good example of how, thanks to European funds, we can make progress in improving the judiciary — by developing new digital tools, investing in equipment and, most importantly, investing in people. I am convinced that the mosaic of changes, systemic and profound changes, we will strengthen the judiciary and restore citizens’ trust", the Minister concluded. 
 
State Secretary at the Ministry of Labour, Pension System, Family and Social Policy Dragan Jelić said that thanks to the European Social Fund, through the Operational Programme Efficient Human Resources 2014-2020, a number of projects aimed at strengthening the competencies of both the unemployed and the employed have been funded. The Ministry of Justice and Public Administration has withdrawn significant funds as a beneficiary under the Priority Axis Good Governance. 

The Croatian Employment Service has the role of an Intermediate Body Level 2 in the management of the OP Efficient Human Resources , as its Director, Mr Ante Lončar, explained, and it has cooperated with the Ministry of Justice and Public Administration in numerous projects aimed at improving the capacity and functioning of the judiciary through the improvement and management of competencies.
 
The progress made so far in the project and the results achieved were presented by Ms Veronika Pogačić, Head of Service in the Independent Sector for Digitalisation of the Judiciary and Public Administration, Ms Tanja Magdić Ukalović, Head of Service in the IT Infrastructure Sector and Ms Jana Špero, Head of Directorate for Prison System and Probation. 
 
The grant agreement between the Ministry of Labour, Pension System, Family and Social Policy (Management Authority), the Croatian Employment Service (Intermediate Body Level 2) and the Ministry of Justice and Public Administration (Beneficiary) was signed on 22 December 2020, with a scheduled duration until 31 May 2023. The project is co-financed by the European Social Fund through the Operational Programme Efficient Human Resources 2014-2020, with a total value of HRK 48,700,529.84. 
 
The overall objective of the project is to improve the quality of work and to continue modernising the operation of the judicial system. 
 
The target group is composed of judges, state attorneys and deputy state attorneys , civil servants in judicial authorities and penal bodies of the Ministry of Justice and Public Administration, probation officers and other civil servants of the Ministry.
 
The project aims to further improve the use of IT technologies in the judiciary and to improve the competencies and knowledge of civil servants and judicial officials. In addition, the idea of the project is to continue with the necessary investments to contribute to productivity and improvement of the justice system as well as to the efficiency of the judiciary.
 
The Judicial Academy also participates as a partner in the project, responsible for implementing and monitoring the activities related to strengthening the skills and competencies of the judicial staff.

Final conference of project “Enhancing the quality of the Croatian judical system through further modernization of processes”
State Secretary at the Ministry of Justice and Public Administration Juro Martinović delivered an opening address, pointing out that the project was aimed at further modernisation and improvement of ICT use in the judiciary and on improving the competencies and skills of civil servants and judicial officials.

“An independent, efficient and modern judiciary is necessary to meet the everyday needs of modern society, and this project, worth over 6.4 million euros, has enabled further enhancement of the judicial system”, said State Secretary Martinović. 

The target group of the project comprised judges, prosecutors, deputy state attorneys, civil servants in judicial bodies and correctional institutions of the Ministry of Justice and Public Administration and probation offices, and other civil servants of the Ministry of Justice and Public Administration.

The project included activities aimed at upgrading the existing application systems used in the judiciary (criminal records system and e-CourtRegister), implementation of the e-Courtroom pilot project at the Municipal Court in Novi Zagreb, and the acquisition of licenses and equipment for the use of speech-to-text programmes and IT equipment for courts and state attorneys’ offices.

The prison and probation system were included in a number of project activities aimed at strengthening staff competencies, skills and expertise for daily activities. The project activities included professional training in the field of application of basic principles, techniques and methods of reality therapy and trainings on first aid and prevention of the spread of infectious diseases.

Other activities included workshops aimed at improving and harmonising the professional practices of certain staff categories within the prison and probation system, research on the rates of recidivism and purchase of medical equipment for the Prison Hospital in Zagreb as well as tablets for converting speech to text for the needs of correctional institutions. 

As a partner in the project, the Judicial Academy implemented activities related to the strengthening of skills and competencies in the judicial system (judicial officials and civil servants). The trainings focused on improving the skills of court presidents, all groups of judicial officials, participants in the programme of the State School for Judicial Officials, civil servants in the judiciary and members of the State Judicial Council, State Attorneys’ Council and the Final Exam Commission of the State School for Judicial Officials. There were also trainings for judges dealing with family cases.

Apart from State Secretary Jure Martinović, the guests were also addressed by State Secretary at the Ministry of Labour, Pension System, Family and Social Policy Ivan Vidiš, Assistant Director of the Croatian Employment Service Ivana Šimek and Head of International Cooperation and Projects Department of the Judicial Academy Nella Popović. 

A brief outline of the results of the project was presented by representatives of the Ministry of Justice and Public Administration as the beneficiary, IN2 as the contractor and the Judicial Academy as project partner.
