Development of a Public Administration Competency Framework

The introduction of a competency framework for public administration employees is an important step towards a higher degree of professionalization of public administration. Thus by designing the competency framework, conditions for development of occupational standards for individual jobs in public administration as well as preconditions for new qualification standards will be established.
 
The introduction of the public administration competency framework represents a prerequisite for the establishment of training programmes in line with needs of the service, strategic goals, measures and policies that require new knowledge and skills from public administration employees to carry out.

Implementation of the Project aims at improving the system of human resources development and management in order to create an appropriate structure of employees on which the modernization of public administration as well as the improvement of professional, efficient and professional customer service will be based.
 
The general goal of the Project is to develop a competency framework for more efficient human resources management for all three parts of public administration in the Republic of Croatia: state bodies, legal entities vested with public authority and administrative bodies of local and regional self-government units.
 
The Project envisages developing the competency framework for public administration and its implementation within 9 pilot bodies as well as designing a manual for the application of the competency framework in public administration bodies, an operative plan for the implementation of the competency framework in public administration and guidelines for legislative changes supporting the implementation of the competency framework in the entire public administration. Training programmes will be organized
to facilitate the introduction and application of the competency framework in public administration bodies.
