  • Security restrictions of calls for proposals

For certain activities under the Digital Europe Programme relating to cybersecurity, high performance computing, artificial intelligence and semiconductors, the participation of legal entities managed by a legal or natural person outside the EU may be restricted, in accordance with Article 12(5) and (6) of the Digital Europe Regulation (2021/694). The same applies to legal persons established in the territory of an eligible country but managed by a third country or by a legal person of a third country. Specific conditions for individual calls are specified in the call documents. If the call is subject to such restrictions, all project participants must complete the Ownership Control Declaration attached to the application. Further instructions related to safety restrictions can be found in the following manual.

The EEA EFTA countries (Iceland, Liechtenstein and Norway) are fully associated with the Digital Europe Programme and enjoy equal status as EU members.

The DIGITAL Dashboard is particularly useful for applicants as it provides insight into projects that have already been funded and implemented in specific areas.
