Final workshop of e-File (e-Spis) upgrade project

The final workshop under the project for upgrading the e-Filing (e-Spis) system was held on Wednesday 1 September 2021.

At the beginning, the participants of the workshop were addressed by Mr. Ivan Malenica, Minister of Justice and Public Administration, Mr. Marin Mrčela, Deputy President of the Supreme Court, and Mr. Davor Malojčić, General Manager at IBM Central and Eastern Europe.
 
The objectives of the project are to continue digitalisation and increase the efficiency of the judiciary through an enhanced and upgraded e-File information system based on an innovative use of technology; to enable greater productiviey of judicial officers, improve management capacities of the courts and the Ministry of Justice and Public Administration, greater transparency and modern communication with citizens.
 
“The introduction of the e-File system in 2007 marked a significant step forward in the digitalisation of the judicial system, and upgrades to the e-File system were aimed at further technological modernisation and adjustment of the system to your needs, to make it easier for you to search cases, follow reports and digitally exchange and process data”, pointed out Minister Malenica.
 
In the coming period, an integration of judicial IT systems in the so-called Government Cloud is envisaged under the National Recovery and Resilience Programme investments. The integration will facilitate digital data exchange between judicial bodies and other authorities.
 
Minister Malenica said that the Ministry of Justice and Public Administration is aware of the challenges faced by the judicial system and aims to resolve them in three ways: by legislative changes, organisational activities and development projects.
 
“As regards the legislative aspect, we have begun developing the Civil Procedure Act as one of the two key procedural laws, laws in the field of insolvency legislation and organisational regulations. Moreover, we are pursuing legislative changes which will enable the establishment of family departments in municipal courts located in the seat of county courts.  As regards organisational activities, this year we have started the implementation of Action Plans for increasing the efficiency of court operation, which we have developed in cooperation and dialogue with you. The first results already show progress, as all county courts and three quarters of municipal courts have fulfilled the quarterly objectives”, Minister said.
 
Development activities including new infrastructural and IT projects, funded under the National Recovery and Resilience Programme and the Multiannual Financial Framework, will ensure better working conditions, and the new tools implemented under this project open up new possibilities in files management, from opening to archiving a file.
 
Deputy President of the Supreme Court, Mr. Marin Mrčela, highlighted the importance of the e-File system for the work of the presidents of courts, as it represents an important tool for monitoring the work of judges and the resolution of court cases.
 
In addition, he emphasized the importance of continued investments in digitalisation and infrastructure, as well as in human resources of the courts, since the human factor is essential in the judiciary.
 
Mr. Davor Malojčić, General Manager at IBM Central and Eastern Europe, spoke about the role of IBM in the project and highlighted a quality long-term cooperation with the Ministry of Justice and Public Administration. He estimated the upgrade to the e-File system to be an important tool for improving the judicial system.
 
The purpose of the workshop was to present novelties in the system and to exchange information on any difficulties encountered by its users in their daily work, in order to try and remedy them through future investments.
 
The overall value of the project is HRK 15,730,930.83 (VAT excl.), i.e. HRK 19,663,663.54 (VAT incl.).
