Under the Programme for Competitiveness and Cohesion 2021-2027 (PCC), the Ministry of Justice, Public Administration and Digital Transformation is implementing activities and projects that contribute to the digital transformation of public administration, the development and improvement of digital public services and the strengthening of cybersecurity of public services and national information infrastructure. The Programme is financed by the European Regional Development Fund (ERDF) and the Cohesion Fund (CF), and is one of the key programmes for the implementation of EU cohesion policy in Croatia in the financial period 2021-2027.

The activities and projects of the Ministry financed under the Programme contribute to the achievement of:
  • Specific objective 1.ii -  Reap the benefits of digitalisation for citizens, enterprises, research organisations, and public authorities, under Priority objective 1 - Strengthening the economy by investing in research and innovation, supporting business competitiveness, digitalisation and developing skills for smart specialisation;
  • Specific objective 3.3 - Developing resilient defence infrastructure, prioritising that of dual-use nature, including to foster military mobility in the Union, as well as enhancing civil preparedness, under Priority objective 9 - Investing in defence and security.

The objective of the investment under Specific objective 1.ii is to foster the digital transformation of public administration through the development of new and significantly improved digital public services that will make public administration more efficient, accessible and targeted to the needs of citizens and businesses. Special emphasis is placed on the development of complete e-services that follow the life events of citizens and business operations.

The investments are aligned with the National Public Administration Development 2022-2027, the Action Plan for Implementation and the Digital Croatia Strategy 2032, and focus on:
  • further modernising public administration by using digital solutions to provide better quality and more accessible public e-services; 
  • reducing administrative burden and simplifying digital interaction between public administration and citizens and businesses; 
  • developing common digital solutions for the most common needs of citizens and businesses; 
  • strengthening the interoperability of information systems, including the development of cross-border electronic interoperability. 

Investments under Specific objective 3.3 are aimed at strengthening the cybersecurity of public services and government digital infrastructure. The aim is to increase the resilience of information systems, improve data protection and ensure the continuity of the provision of digital public services through the use of advanced security solutions and artificial intelligence in the field of cybersecurity.
