C2.6 R1 Increasing the efficiency, coherence and openness of authorities in the fight against corruption through digitalisation, enhancing transparency and improving coordination

In order to modernise and increase the effectiveness of public administration in the area of anti-corruption, a uniform IT platform is planned to improve the effectiveness of the overall preventive anti-corruption framework, covering different areas of corruption prevention:
(i) protection of persons who report irregularities;
(ii) right of access to information;
(iii) lobbying,
(iv) conflict of interest,
(v) networking and coordination of national authorities for drafting, implementing and monitoring the implementation of national strategic and implementation documents, which will enable access to and exchange of information among all stakeholders in the fight against corruption; and
(vi) maintaining, updating and publication of the list of state-owned companies and companies owned by local and regional governments.
The establishment of the IT platform will increase public awareness of the regulatory anti-corruption framework. Citizens will be able to use a guided roadmap (virtual assistant) through legal texts and possibilities the law provides, in plain language, with links to related information found elsewhere in the legal text. In addition, it is planned to develop an IT solution for easier and safer reporting of irregularities to the Office of the Ombudswoman - the competent authority for external reporting. This way, in addition to the already existing reporting channels, established in accordance with the relevant Act, an additional channel for reporting irregularities would be established, enabling safe reporting and communication with the reporting person.

C2.6 R1-I1 Engaging the general public in the fight against corruption by raising public awareness about the harmfulness of corruption, the necessity of prevention and legal protection of reporting persons
Beneficiary: Ministry of Justice, Public Administration and Digital Transformation
A national information campaign was conducted to raise awareness of the harmfulness of corruption and to inform the general public about the existing anti-corruption mechanisms, including mechanisms for the protection of persons who report irregularities, with a view to encouraging citizens to report irregularities.
The national campaign included a media campaign through advertising on TV, radio, in press and social media, the organisation of round table discussions and conferences as well as workshops on anti-corruption in secondary schools.
Value of investment: EUR 181,681.25
Envisaged completion: June 2025
The investement is funded by the EU through the National Recovery and Resilience Plan 2021-2026.

The objective of the digitalisation of the civil service ethics system is to facilitate data analysis and access to data relevant to the functioning of the ethical system. A more advanced database on procedures for breaches of ethical rules would enable a quality analysis and definition of possibilities for improving ethics in the workplace and ethics management in state and judicial authorities.
Furthermore, an electronic ethics infrastructure management system will be developed and put in place, which will modernise and improve the work of ethics commissioners, the Ethics Commission and the civil servants of the Ethics and Integrity Service. The system will cover four categories of stakeholders and will include supporting functionalities.

The Right of Access to Information Act is the principal instrument for the realisation of the constitutionally guaranteed right of citizens to information held by public authorities, transparency and openness of government and the fight against corruption. The authority responsible for monitoring the enforcement of this Act is the Information Commissioner, an independent state authority for the protection of freedom of information, which also proposes regulations or regulatory amendments related to the right of access to information.
The investment will be used by the Information Commissioner to conduct a detailed analysis of the Right of Access to Information Act, evaluating its effects on the exercise of the constitutionally guaranteed right to access information from the perspective of both users and public authorities, and will define possibilities for improvements to certain legal solutions for the exercise of the right.
In addition to the independent evaluation of the effects of the Right of Access to Information Act, public events are envisaged as an integral part of the dialogue with the professional and general public in order to present the findings of the analysis and arguments for possible amendments to the legal text.

The objective of the investment is to improve transparency, accountability and efficiency of the governance of companies owned by local and regional self-government units by implementing OECD recommendations on corporate governance in the following areas:
- adequate competencies, integrity and responsibility of the supervisory and management boards, members of the boards of directors or CEOs in charge of supervision of business and of the development and implementation of compliance programmes,
- strengthening integrity in the workplace, and
- protection of persons who report irregularities.
In this context, the reform envisages the following:
- development of a handbook on the implementation of the OECD recommendations on corporate governance in companies majority-owned by LRSGUs;
- an impact assessment report on the implementation of the Anti-Corruption Programme for companies majority-owned by LRSGUs;
- workshops with the representatives of target groups on the implementation of OECD’s recommendations; and
- development of recommendations on priorities and measures for future anti-corruption documents in this area.

C2.6 R4 Strengthening judicial redress capacity in public procurement procedures
Beneficiary: Judicial Academy
The objective of the reform is to strengthen judicial protection in public procurement procedures through trainings for judicial officials. 80 judicial officials will be trained on the management of corruption risks in public procurement and judicial protection in public procurement procedures. The thematic workshops will be organised by the Judicial Academy as part of the lifelong professional development programme for judicial officials, as regular or online workshops depending on the circumstances, with the aim of strengthening judicial redress in public procurement procedures. Four workshops are envisaged. Methodology for the workshops is based on an interactive approach, focusing on the active role of participants (presentations, moderated discussions and experience sharing among participants).
