The adoption of the Digital Croatia Strategy 2032 on 16 December 2022 by the Croatian Parliament represents the accomplishment of the objective of the NRRP reform Digital Croatia Strategy and strengthening inter-institutional cooperation and coordination for a successful digital transition of society and the economy.
The Digital Croatia Strategy 2032 was published in Narodne novine, the official gazette of the Republic of Croatia, on 4 January 2023.

The objective of this investment is to set up a central interoperable system interconnecting base registers, inegration of the registers in the Government Service Bus, and establish a central interoperability portal in line with the European Interoperability Framework (EIF), design interoperability standards and policies, harmonise legislative frameworks and fully implement the "only-once" principle by 2023 in line with the Single Digital Gateway Regulation, and establish cross-border exchange of data within the EU.

Beneficiary: Central State Office for the Development of Digital Society / Ministry of Justice, Public Administration and Digital Transformation
The objective of this investment is to build a central data warehouse (DWH) for government authorities, which is expected to improve the data management system, by facilitating the collection of data in standardised formats, the processing, analysing and sharing of data across public authorities (such as State and local government units). The platform will enable real-time data analysis and produce advanced data analytics tools (such as pre-defined business indicators, dashboards and reports on a daily basis), which are expected to significantly improve data-driven decision-making at all levels of the national administration. A part of the data warehouse will also be accessible to citizens and businesses, with the view to enable the private sector to build and develop value-added services on the data and analytical tools made available to them.

C2.3. R3-I1 Upgrading the Shared Services Centre
Beneficiary: Central State Office for the Development of Digital Society / Ministry of Justice, Public Administration and Digital Transformation
The objective of this investment is to expand the capacity of the existing Shared Services Centre (SSC) and establish state-of-the art development environment for the existing government cloud, as well as to ensure all the necessary resources for the development teams of all future applications of state administration bodies. The public cloud will host user services in the PaaA (platform as a service) model. The implementation of the PaaS model will enable the adjustment of the SSC platform to the DevOps methodology (a set of practices that combines software development and IT operations), which will ultimately reduce the implementation time of new services as well as the costs of maintenance and upgrades of hosted services. The SSC platform will be integrated into the Common European Data Spaces to enable secure hosting, access and modification of data and services at EU level. This will be done once the frameworks and data buses in this segment are implemented.

The one-stop-shop is expected to provide a new, improved service for citizens and businesses to communicate with public administrations and shall enable users to easily find the information requested. The one-stop shop will also have features to enable users to send feedback, assess the quality of interaction with civil servants and post evaluation, which is expected to transform the interaction between Croatia’s public administration and its users.

The purpose of the project is to achieve the following objectives: (i) enabling a continuous, correct, reliable and secure operation of the central health information system; (ii) the establishment of a primary and secondary location in compliance with TIER 3 standard of reliability and availability (data centre standard that includes power supply through redundant lines, redundant power paths and redundant cooling system with an expected uptime of at least 99.982% ); (iii) backup and monitoring of the operation of the system. The investment will in particular migrate the system into the government cloud (Shared Services Centre) and establish disaster recovery solutions, in order to ensure business continuity and provide a continuous, reliable and secure mode of operation of the Central Health Information System.

The objectives of this investment are to: i) establish a secure network infrastructure at existing and new locations where institutions provide services to citizens and/or businesses, ii) ensure network capacities appropriate to the needs of the modern information society, and iii) increase the security of the entire National Information Infrastructure (NII).

This investment, using state-of-the-art technologies and standards, shall build a platform that provides a standardized way of offering public services on mobile platforms (such as the request for proof of birth certificate, request for proof of residence, registration of a change of address; registration of a motor vehicle). C2.3. R4 Strengthening connectivity as a cornerstone of the digital transition of society and the economy
This reform aims to ensure the timely and comprehensive implementation of the regulatory and strategic framework in the area of electronic communications. The reform is expected to identify and address administrative burden and regulatory barriers related to the construction of gigabit connectivity networks, including 5G networks, in order to encourage investment in the roll-out of 5G networks. This reform is complementary to the digital connectivity investments through broadband connections in fixed and in advanced wireless and mobile networks, including through the use of 5G technologies. To accelerate the digital transition of local and rural communities, investments in 5G communities from the Connecting Europe Facility (CEF2) Digital programme are envisaged.
