Enhancing Stakeholder Awareness and Resources for Hate Crime Victim Support (EStAR)

 

Beneficiary: The two-year project is being implemented by ODIHR - across 41 OSCE participating states - in partnership with the Association of Counselling Centres for Victims of Right-wing, Racist and Anti-Semitic Violence in Germany (VBRG). Funding for the project is provided by the EU Commission, European Union’s Rights, Equality and Citizenship
Programme (2014-2020) and the Federal Government of Germany.

Short description: Participating States of the Organization for Security and Cooperation in Europe (OSCE) have committed themselves to taking action against hate crimes, including support for victims of hate crime. Specifically, they have agreed to take steps to encourage victims to report hate crimes, to provide hate crime victims with access to counselling and legal assistance, as well as effective access to justice, to promote capacity-building of law enforcement authorities through training and the development of guidelines on the most effective and appropriate way to respond to bias motivated crime, to increase a positive interaction between the police and victims, and to encourage reporting by victims of hate crime. The project envisages trainings for front-line officers, implementation of outreach programmes to improve relations between the police and the public, training in providing referrals for victim assistance and protection, and facilitating capacity-building of civil society organisations for assistance to victims of hate crimes.
