The project “Targeted Early Victim Needs Assessment and Support – TEVNAS” was implemented by the Ministry of Justice in cooperation with the Croatian Law Centre and the Croatian Government Office for Human Rights and Rights of National Minorities.
The project was co-financed by DG Just under EU's Justice Programme and by project partners.
The implementation period was 1 January 2016 – 30 June 2017.
Objectives:
- To improve knowledge of the optimal normative and implementation framework of the relevant provisions of the Victims’ Directive (Directive 2012/29/EU of the European Parliament and of the Council of 25 October 2012 establishing minimum standards on the rights, support and protection of victims of crime, and replacing Council Framework Decision 2001/220/JHA), and develop recommendations for their improvement in Croatia,
- To develop the tools for early and targeted individual assessment of protection and support needs, and referral protocol of collaboration among all relevant agencies and institutions involved with victims of crime

Activities:
The existing regulatory and procedural framework for the implementation of the Directive was reviewed, in view of identifying good practices, and gaps preventing the full implementation of the Directive.Fieldwork research was conducted to map the current state and future potential of the resources of civil society organisations’ (CSOs) for victim support.
The results of the fieldwork research in the form of EU and national best practices were presented at a conference on individualised victims’ needs assessment.
The second part of the project was aimed at accomplishing the second objective - development of tools for early and targeted individual assessment of protection and support needs, as well as protocols for referral of victims to support and protection services, so that victims are efficiently referred for further treatment by the institutions they approach first.
The final conference of the project presented the results, recommendations, and tools developed for the benefits of early and targeted victim protection and support, in view of their ultimate incorporation in the national policies and instruments in this area.
TEVNAS Project Board
A Project Board was established under the project “Targeted Early Victim Needs Assessment and Support – TEVNAS” for the purpose of joint planning of project activities, discussion of issues important for project implementation, proposals on how to address potential problems and decisions on distribution of tasks, and evaluation of the project upon its completion.
The Board consists of four members:
- Maja Bukša (Deputy Director of Government Office for Human Rights and Rights of National Minorities),
- Vesna Grubić (Director of Croatian Law Centre),
- Nikica Hamer Vidmar (representative of the Ministry of Justice, Independent Division for Victim and Witness Support), and
- Elizabeta Ivičević Karas (professor at the Criminal Procedure Law Department of the Faculty of Law, University of Zagreb).
The first meeting of the Board was held on 29 January 2016.

Short description: the main objective of the project is to contribute to the effective implementation of the EU acquis through the establishment and strengthening of the National Judicial Network. The project will organize two annual meetings of the National Judicial Network in Civil and Commercial Matters (NJN civilian) to familiarize participants with the activities and purpose of the EJN and to encourage interaction at national and EU level to share knowledge and gather information on practical application of EU instruments in civil and commercial matters.

Short description: The overall objective of the project was to promote judicial cooperation in criminal matters and to contribute to the effective and coherent application of EU mutual recognition instruments in criminal matters. Short description: The contract for the implementation of this project was concluded on 8 February 2018 between the competent agency of the European Commission (INEA) and the Croatian consortium (coordinator and other beneficiary institutions). The main goal of the project was to promote the spread and acceleration of the use of electronic identification between private and public bodies, in order to enable access of EU/EEA citizens to Croatian public e-services. Access to public electronic services in the field of land registers is provided within the e-Citizens system. The approach uses national credentials, i.e. electronic identification means issued in the EU/EEA, using the upgraded National Identification and Authentication System (NIAS) for the use and management of electronic identities in accordance with the eIDAS Regulation.
The functionality of accessing public land registry data was enabled - review of the general ledger, review of the book of deposited contracts, status of land registry cases and issuance of official land registry excerpts. An interface in Croatian and English is available to access the service of issuing land registry excerpts. This upgrade of the One Stop Shop (OSS) of land registers enabled equal conditions and functionalities of the system for the citizens of the EU/EEA as well as for the citizens of the Republic of Croatia.

Short description: the main goal of the project was to establish and interconnect national insolvency registers through a common platform of the European e-Justice portal. The project is co-financed by the CEF (Connecting Europe Facility) programme. The project was implemented on the basis of a Grant Agreement with the Executive Agency for Innovation and Networks in a consortium with Germany (coordinator), France, Italy and Romania.
