Virtual Assistant for Land Registry and Cadastre had almost 21,000 chats with citizens
Minister of Justice, Public Administration and Digital Transformation Damir Habijan was a guest on the Croatian Television programme "Dobro jutro, Hrvatska" to present the service of Virtual Assistant for Land Registry and Cadastre.
"The Virtual Assistant is an assistant that should help all citizens in matters concerning land registry and cadastre issues. The programme is based on artificial intelligence and citizens can access it via the Organised Land Portal”, Minister Habijan pointed out at the beginning.Using the virtual assistant, citizens can find out information about real estate, changes in the status of real estate and the status of their land registry or cadastral file in a simpler, easier and faster way.
Minister Habijan explained that the Virtual Assistant, compared to other portals that offered assistance in the form of the FAQs section, was interactive and would lead users to appropriate results even if they enter wrong or insufficient data in the search bar.
"What I believe is good, but hasn’t received that much media exposure, is that already at this moment the Virtual Assistant has had almost 21,000 conversations with our citizens, and a video is available on the Organized Land Portal which explains how citizens can get the information they are interested in and how to access specific documents such as: land registry extract, extract from the land database and property register. This is a step in digitalisation that brings public administration closer to the citizens", said Minister Habijan.
The Minister also referred to a guide offering citizens explanations of concepts which due to their legal terminology are not clear to everyone, and added this project gathered everything - from the judiciary and public administration to digital transformation - in one place.
"The aim of digitalisation is to help and benefit citizens who previously had to go to five or six counters to do one thing, while now they can do everything with a few clicks on their electronic devices. The point is to save people time and refer them to the competent authority", explained Minister Habijan.
The Virtual Assistant can help in straightforward legal situations by explaining certain terms such as a land registry extract or a property register, while a contact email or contact person is available for more complex questions.
"Of course, there are certain situations in which we cannot rely on artificial intelligence, because it will never be able to replace professionals who perform these tasks in a competent court or office", said Minister Habijan, recalling that the Ministry of Justice, Public Administration and Digital Transformation had thus far introduced as many as six virtual assistants, specifically for: e-Case, e-Enforcement, e-Noticeboard, e-Communication, the Insolvency Register and the Certificate of no Ongoing Criminal Proceedings. All the services are available through the e-Citizens portal, which has reached over 2 million users in its 10 years of existence, and with over 100 services makes life easier for many citizens.
At the end of his visit, Minister Habijan announced two new projects, one of which will benefit entrepreneurs who, in order to change the business address of the company, will no longer have to go to a notary public, but will be able to do it from the comfort of their own home or office.
"Another novelty that we are preparing is the Life Situations sub-portal, which is a service that, following the example of virtual assistants, should make it easier for citizens to resolve legal dilemmas and problems they are facing. At this moment, around 20 life situations are envisaged, and I hope to soon be able to present the service to citizens", Minister Habijan concluded.
