Strategic meeting of EU Chief Information Officers held in Copenhagen

On 24 September 2025, a strategic meeting of the Chief Information Officers (CIOs) of the Member States of the European Union was held in Copenhagen, where key initiatives to accelerate digital transformation across Europe were discussed

Simplification of digital legislation, the use of artificial intelligence (AI) and the strengthening of digital sovereignty were at the heart of the debate.

The European Commission presented a roadmap for its "Digital Omnibus", a comprehensive legislative package aimed at simplifying and consolidating a number of digital acts in the areas of data (Data Act), cybersecurity (Cybersecurity Act) and artificial intelligence (AI Act).

Special emphasis was placed on small and medium-sized enterprises (SMEs), which will be able to benefit first from simplified regulation and new technologies.

To this end, the European Commission has  been developing a platform focused on business transformation rather than exclusively on technology implementation.

It was announced that, to boost innovation, €51 billion would be available for EU projects, including the financing of 5G and 6G networks development.

Examples of good practice from Slovenia were also presented at the meeting, i.e. its national AI framework and projects that systematically encourage the development and application of artificial intelligence at the national level, and from Poland, which presented a successful model of digital transformation, which includes the recently adopted Act on Binding National Information Architecture.

A significant part of the debate was devoted to the issues of digital sovereignty and autonomy, and progress on the implementation of the Interoperability Act was confirmed.

Finally, the participants concluded that the future course of action would focus on cutting administrative processes and digital borders and on the alignment with the Multiannual Financial Framework.

The next CIOs meeting is scheduled for 19 June 2026 in Nicosia, Cyprus.
