Representatives of Prison and Probation Directorate on a study visit to Norway
The study visit was organised on 23-24 February 2026 as part of the preparation of the project ‘Improving Croatia’s prison system: modernisation, inclusiveness and sustainability’, to be implemented under the Justice Programme of the Norwegian Financial Mechanism
During the visit, representatives of the Croatian prison system were presented with the structure and functioning of the Norwegian prison system, with a special emphasis on the management of correctional facilities, security protocols and rehabilitation approach in working with persons deprived of liberty.A special presentation was dedicated to the University College of Norwegian Correctional Service (Kriminalomsorgens høgskole og utdanningssenter - KRUS), which conducts basic and specialist training of prison officers.
As part of the visit, the delegation visited the Romerike Prison, where they got acquainted with the work organisation of a high-security prison, prisoner accommodation conditions as well as models of professional training and continuous training of officers.
The experience gained and the examples of good practice learned will contribute to the further development and modernization of the Croatian correctional system, especially in the field of improvement of work standards, professionalization of officers and strengthening of rehabilitation programs.
This visit further strengthened the bilateral cooperation between Croatia and the Kingdom of Norway in the field of execution of criminal sanctions and created the preconditions for a successful implementation of joint project activities in the forthcoming period.
