Recruitments at municipal courts and teleworking option in local and regional self-government announced at Government session
At the 49th Government session, State Secretary Fadila Bahović presented the Draft Final Proposal of the Act on Amendments to the Act on Civil Servants and Employees in Local and Regional Self-Government and the Proposal of a Conclusion regarding the Detailed Plan of Establishment, Renewal and Opening of Land Registers.
Possibility of retaining civil servants eligible for retirement
The Local and Regional Self-Government Act provides for the functional integration of two or more local self-government units for the purpose of performing joint tasks, inter alia, through a joint administrative body or a joint civil servant.
"Recognising the fact that there is a growing interest of local self-government units in this functional integration, the Final Proposal of the Act on Civil Servants and Employees in Local and Regional Self-Government proposes to regulate the status issues of joint civil servants i.e. civil servants of the joint administrative body", said State Secretary Bahović at the beginning of her presentation.
The Act stipulates that all status issues of joint civil servants will be regulated by an agreement concluded by municipal mayors, i.e. mayors of the units that have functionally merged.
State Secretary Bahović explained that the final proposal of the Act aligns the provisions on mandatory State Examination with the (State) Civil Service Act, stipulating the obligation of sitting for level I and II State Examination, deadlines for this and the consequences of not complying with the obligation.
‘Furthermore, deadlines are laid down for the announcement of a public competition for the head of a newly established administrative body or dismissal of a former head”, the State Secretary added.
In line with the Anti-Corruption Strategy 2021-2030, it envisages the adoption of the Code of Ethics, which will regulate in more detail the rules of conduct for civil servants and employees of administrative bodies, and it prescribes the obligation to sign a declaration of absence of conflict of interest.
State Secretary Bahović pointed out that the Final Proposal of the Act introduces the possibility of remote work and telework as well as part-time work, in the same way as the Civil Service Act does for civil servants in state administration bodies.
"What I believe will be positively received and will please civil servants over the age of 65 is the possibility of retaining civil servants eligible for retirement in service until the age of 67. This is also an alignment in status with state civil servants”, said State Secretary Bahović.
144 new recruitments in municipal courts over next three years
A project for "Improvement of the Land Registry and Cadastre Information System" is implemented under the 2021 National Recovery and Resilience Plan 2021-2026. The project has set the goal for 60% of cadastral parcels in Croatia to be registered in the Land Database by 2026, which will contribute to greater legal certainty for investors and create preconditions for a better functioning of the real estate market.
"One of the activities in achieving this goal is the adoption of a Detailed Plan of Establishment, Renewal and Opening of Land Registers for the next three-year period, i.e. 2025-2027, a document regulating the activities of establishing, renewing and opening the land registry”, explained State Secretary Bahović, pointing out that the proposed Detailed Plan will enable the completion of the renewal of the land registers for 66 cadastral municipalities, as well as the start of the renewal of the land registers for another 175 cadastral municipalities.
It will be necessary to employ 144 temporary staff members at municipal courts over the next three years for the implementation of the Detailed Plan, which will strengthen human resources for carrying out all the necessary activities for the establishment and renewal of land registers. This will be financed from the State Budget.
