Minister Habijan speaks at Summer School "Artificial Intelligence and Cyber Security in Justice"

On Thursday 21 August 2025, Minister of Justice, Public Administration and Digital Transformation Damir Habijan participated in the Summer School "Artificial Intelligence and Cyber Security in Justice" held in Dubrovnik.

On this occasion, he highlighted the importance of AI and shared the steps taken to ensure that AI becomes an ally in building a fairer, more transparent and more efficient society.

Croatia has been actively preparing for the introduction of new technologies by creating a basis through the digitalisation of justice and public administration and by adopting important guidelines - the Digital Croatia Strategy, the National Development Strategy and the Action Plan for the Implementation of the National Judicial System Development Plan.

"Integration of AI in the Croatian justice system is not a matter of choice, but of necessity. For this integration to be successful and at the service of citizens, it must be based on knowledge, ethics and trust", said Minister Habijan. 
 
Currently, intensive work is underway on the National AI Development Plan, where the establishment of a mandatory AI curriculum for all professionals in the justice system and the central state body for AI coordination is under consideration.
 
Minister Habijan stressed that Croatia is one of the first EU member states to develop a national AI training and literacy curriculum for state and public institutions.
 
“The proposed measures will position Croatia as a leader in the responsible use of new technologies for the benefit of the whole society. I believe that it is through joint work that we will overcome all challenges and build a more efficient justice system for the benefit of all Croatian citizens", concluded Minister Habijan.

The Summer School is organised by the Judicial Academy and the Hanns Seidel Foundation from 19 to 22 August, bringing together judges, prosecutors and employees of the justice system.
