Minister Habijan: Key to fighting corruption lies in prevention and education

Minister Damir Habijan was a guest on the Croatian Radio programme "U mreži Prvog" to discuss current events and fight against corruption

Minister Habijan pointed out that corruption has a name and surname, rather than a party sign.

"Corruption is present not only in Croatia, but is widespread in other countries of the European Union, too. The key lies not only in repressive action, but also in prevention. That is why, in the new Action Plan 2025-2027 accompanying the Anti-Corruption Strategy, we will place more emphasis on education", explained the Minister.

Commenting on high-profile cases, he underlined: "There is corruption at lower levels, too, for example when you ask for a grade at school. Education and prevention is something that should be the first line of defence in the fight against corruption."

With regard to corruption offences, the Minister clarified: “When it comes to corruption offences, their scope in the Croatian Criminal Code is wide. They include accepting bribes, giving bribes, trading in influence, abuse of office and authority, abuse of authority in business operations. Penalties range from eight to fifteen years, depending on the circumstances, whether it is a qualifying or a less severe form of offence.”

"Criminal sanctions are no different compared to some of the EU countries in our vicinity. However, penalisation or the repressive apparatus alone is not enough to prevent someone from committing a crime. The key lies in prevention and education, for someone who assumes an office to realize that they are not meant to use the function for their own benefit, for personal gain. It is a matter of  personal honour and reputation. Until every office holder is aware of this, there isn’t a criminal sanction that can prevent it", concluded Minister Habijan.
