Minister Habijan in Parliament: The new law provides a framework for strengthening trust and developing common European data spaces

The Minister of Justice, Public Administration and Digital Transformation presented the Final Proposal of the Act Implementing Regulation (EU) 2022/868 on European Data Governance and Amending Regulation (EU) 2018/1724 (Data Governance Act) to the Croatian Parliament today

It is a legal framework that ensures the voluntary exchange of non-personal and anonymised data between the public and private sectors, in line with European regulations.

‘The aim of this law is a framework for strengthening trust and I put emphasis on voluntary data sharing, which supports the development of common European data structures in strategic areas such as health, environmental protection, energy, agriculture, mobility, finance, manufacturing and public administration’, said Minister Habijan.

As he added, the purpose of the Act is to make available as much data as possible and to facilitate the exchange of data between sectors in the Member States of the European Union, in order to exploit the full potential of data for the benefit of citizens and businesses. ‘Good data management and sharing will enable industries to develop innovative products and services and will make many economic sectors more efficient and sustainable’, the Minister underlined. 

Examples of data use include personalised healthcare treatment, better official statistics in public administration, and environmental and climate change research.

The Ministry of Justice, Public Administration and Digital Transformation will be in charge of controlling the application of the Act to data intermediation services and registering recognised data altruism organisations.

Other institutions involved in the implementation include the Croatian Bureau of Statistics, which will provide technical support in data structuring, and the Personal Data Protection Agency, which will provide expert opinions in case of data protection concerns.

Public sector bodies will publish information on available protected data on the Open Data Portal managed by the Ministry, and interested users will be able to request their use through the metadata catalogue.
