The mGrađani (mCitizens) mobile application has registered more than 100,000 users, confirming citizens' interest in easy and secure access to public services via mobile devices.

The app currently contains 20 mobile services that allow citizens to perform key administrative and other procedures without going to the counters.

After the integration of the initial 20 services, further inclusion of additional public services will follow, and among the planned services is the introduction of the mHealth service.

The app is available for download through the official Google Play and App Store mobile app stores.

Through the application, it is possible, among other things, to apply for graduate study programmes, request the issuance of a European Health Insurance Card, view data and status of administrative procedures, check one’s status in the pension system, including personal pension account data and pension projection calculation, use discounts and benefits of the Mudrica Children's Card, view one’s tax card, submit electronic documents in vehicle registration procedures, view court cases, monitor the status of claims in case of employer bankruptcy and check mandatory fees for a business entity.

The top ten most used services are: User Mailbox, My Pension, Electronic Record of Employment Legal Status (eWorkbook), Administrative Procedure, My Account - Regos, Delivery of Electronic Documents for Vehicle Registration in Croatia, Register of Domicile, Electronic Communication with Courts, Application for Tax Card Issuance, Mudrica Children's Card.

The number of users in the first two months of use reached 30,000, and by the end of September there were 60,000 users. After that, the number of users continued to grow and in December 2025 there were over 90,000 users.

User feedback is extremely important and this Ministry continuously monitors and uses it as a basis for improving the user experience (UX) and including additional services.

We are actively working on the identification and implementation of minor functional and design improvements to enable users to navigate more easily and intuitively within the mobile application.

At the same time, special focus is placed on increasing the stability of the application itself and all related services, as well as on improving the monitoring of the availability of services used for data retrieval by individual services, with the aim of ensuring a reliable and quality user experience.

The mCitizens mobile app aims to gradually become a uniform application for accessing public services provided by the state via mobile devices.
The development of the mCitizens app is part of a continuous process of digital transformation of public administration, aimed at greater availability of services, reduction of administrative burden on citizens and more efficient functioning of the public sector.
