First ceremonial conference of project “Enhancing the quality of the Croatian judical system through further modernization of processes”
The project "Enhancing the quality of the Croatian judical system through further modernization of processes" is part of the efforts of the Ministry aimed at achieving a more modern, efficient and better quality judiciary," stressed Minister of Justice and Public Administration Ivan Malenica at the first conference of the project, held in Zagreb on 28 June.
Minister Malenica higlighted that over 200 million kuna have been invested in the modernisation and digitalisation of the judiciary over the last two and a half years, and that over 120 million kuna will be invested through the National Recovery and Resilience Programme.
“Without high- quality, educated and, most importantly, motivated people, it is not possible to implement changes or achieve quality results. The added value of this project is that in addition to the development of IT infrastructure, it provides additional education for civil servants and officials in the judicial system," the Minister said.
Referring to the activities of the prison and probation systems, the Minister pointed out that the probation service had recently celebrated its 10th anniversary and that it had received numerous international recognitions for its work. He added that, thanks to this project, prison and probation officers would learn additional techniques and methods of reality therapy.
“This project is a good example of how, thanks to European funds, we can make progress in improving the judiciary — by developing new digital tools, investing in equipment and, most importantly, investing in people. I am convinced that the mosaic of changes, systemic and profound changes, we will strengthen the judiciary and restore citizens’ trust", the Minister concluded.
State Secretary at the Ministry of Labour, Pension System, Family and Social Policy Dragan Jelić said that thanks to the European Social Fund, through the Operational Programme Efficient Human Resources 2014-2020, a number of projects aimed at strengthening the competencies of both the unemployed and the employed have been funded. The Ministry of Justice and Public Administration has withdrawn significant funds as a beneficiary under the Priority Axis Good Governance.
The Croatian Employment Service has the role of an Intermediate Body Level 2 in the management of the OP Efficient Human Resources , as its Director, Mr Ante Lončar, explained, and it has cooperated with the Ministry of Justice and Public Administration in numerous projects aimed at improving the capacity and functioning of the judiciary through the improvement and management of competencies.
The progress made so far in the project and the results achieved were presented by Ms Veronika Pogačić, Head of Service in the Independent Sector for Digitalisation of the Judiciary and Public Administration, Ms Tanja Magdić Ukalović, Head of Service in the IT Infrastructure Sector and Ms Jana Špero, Head of Directorate for Prison System and Probation.
The grant agreement between the Ministry of Labour, Pension System, Family and Social Policy (Management Authority), the Croatian Employment Service (Intermediate Body Level 2) and the Ministry of Justice and Public Administration (Beneficiary) was signed on 22 December 2020, with a scheduled duration until 31 May 2023. The project is co-financed by the European Social Fund through the Operational Programme Efficient Human Resources 2014-2020, with a total value of HRK 48,700,529.84.
The overall objective of the project is to improve the quality of work and to continue modernising the operation of the judicial system.
The target group is composed of judges, state attorneys and deputy state attorneys , civil servants in judicial authorities and penal bodies of the Ministry of Justice and Public Administration, probation officers and other civil servants of the Ministry.
The project aims to further improve the use of IT technologies in the judiciary and to improve the competencies and knowledge of civil servants and judicial officials. In addition, the idea of the project is to continue with the necessary investments to contribute to productivity and improvement of the justice system as well as to the efficiency of the judiciary.
The Judicial Academy also participates as a partner in the project, responsible for implementing and monitoring the activities related to strengthening the skills and competencies of the judicial staff.
