Final conference of project “Enhancing the quality of the Croatian judical system through further modernization of processes”

The final conference of the project “Enhancing the quality of the Croatian judical system through further modernization of processes” was held at the Sheraton Hotel in Zagreb on 6 November.

State Secretary at the Ministry of Justice and Public Administration Juro Martinović delivered an opening address, pointing out that the project was aimed at further modernisation and improvement of ICT use in the judiciary and on improving the competencies and skills of civil servants and judicial officials.

“An independent, efficient and modern judiciary is necessary to meet the everyday needs of modern society, and this project, worth over 6.4 million euros, has enabled further enhancement of the judicial system”, said State Secretary Martinović. 

The target group of the project comprised judges, prosecutors, deputy state attorneys, civil servants in judicial bodies and correctional institutions of the Ministry of Justice and Public Administration and probation offices, and other civil servants of the Ministry of Justice and Public Administration.

The project included activities aimed at upgrading the existing application systems used in the judiciary (criminal records system and e-CourtRegister), implementation of the e-Courtroom pilot project at the Municipal Court in Novi Zagreb, and the acquisition of licenses and equipment for the use of speech-to-text programmes and IT equipment for courts and state attorneys’ offices.

The prison and probation system were included in a number of project activities aimed at strengthening staff competencies, skills and expertise for daily activities. The project activities included professional training in the field of application of basic principles, techniques and methods of reality therapy and trainings on first aid and prevention of the spread of infectious diseases.

Other activities included workshops aimed at improving and harmonising the professional practices of certain staff categories within the prison and probation system, research on the rates of recidivism and purchase of medical equipment for the Prison Hospital in Zagreb as well as tablets for converting speech to text for the needs of correctional institutions. 

As a partner in the project, the Judicial Academy implemented activities related to the strengthening of skills and competencies in the judicial system (judicial officials and civil servants). The trainings focused on improving the skills of court presidents, all groups of judicial officials, participants in the programme of the State School for Judicial Officials, civil servants in the judiciary and members of the State Judicial Council, State Attorneys’ Council and the Final Exam Commission of the State School for Judicial Officials. There were also trainings for judges dealing with family cases.

Apart from State Secretary Jure Martinović, the guests were also addressed by State Secretary at the Ministry of Labour, Pension System, Family and Social Policy Ivan Vidiš, Assistant Director of the Croatian Employment Service Ivana Šimek and Head of International Cooperation and Projects Department of the Judicial Academy Nella Popović. 

A brief outline of the results of the project was presented by representatives of the Ministry of Justice and Public Administration as the beneficiary, IN2 as the contractor and the Judicial Academy as project partner.
