Zvonimir Penić, Director General for Prison System and Probation of the Ministry of Justice, Public Administration and Digital Transformation, participated in the International Corrections and Prisons Association (ICPA) 27th Annual Conference and Assembly in Istanbul, Türkiye, from 26 to 31 October 2025

This year's conference topic was “Wellbeing in Corrections: Initiatives for Staff, Systems and Communities”, with a focus on improving the professional resilience of employees and the quality of life of persons deprived of liberty.

During the conference, numerous panels, workshops and discussions were held on contemporary practices in the field of prison management, mental health, technology in the prison environment, and education and rehabilitation of persons deprived of liberty.

Within the framework of bilateral discussions, Director Penić met with Enis Yavuz Yildirim, General Director of Prisons and Detention Houses of the Republic of Türkiye, where the possibility of further development of cooperation between the Croatian and Turkish prison systems was considered, especially in the field of professional training and exchange of experiences. The participation of representatives of the Directorate for Prison System and Probation at the ICPA 2025 Conference confirms the active role of Croatia in international initiatives aimed at the development of a modern, humane and efficient prison system. Such forms of professional cooperation and exchange of experience contribute to the strengthening of professional capacities, the application of modern standards and the improvement of inter-institutional cooperation at the European and global level.
