Conference of States Parties to the UN Convention against Corruption
The 11th session of the Conference of the States Parties to the UN Convention against Corruption (COSP11) took place in Doha, Qatar, from 15 to 19 December 2025
The Conference of the States Parties meets every two years to bring together States Parties, observer states, intergovernmental organisations, civil society and leading anti-corruption experts.Minister Damir Habijan addressed the Conference via a video message, saying that in the last 20 years, since becoming a party to the Convention, the Republic of Croatia had implemented significant reforms and built a solid foundation for preventing and combating corruption, guided by long-term strategies and action plans that guide the implementation of the national priorities in the fight against corruption.
“Croatia continues to improve its anti-corruption framework as part of its OECD accession process. In this context, the criminal justice framework for anti-corruption has recently been strengthened and the legal framework for the protection of persons who report irregularities has been further improved in order to align it with OECD standards", said Minister Habijan, adding that, despite the progress made, corruption remained a serious and ever-changing challenge.
The sessions of the Conference provide a strategic platform to assess progress in implementing the Convention, address new challenges and adopt resolutions that shape global anti-corruption priorities.
The Conference was attended by Drago Lovrić, Ambassador of the Republic of Croatia to the State of Qatar, Mladen Bručić-Matic, Director General for European Affairs, International and Judicial Cooperation and Anti-Corruption of the Ministry of Justice, Public Administration and Digital Transformation, and Assoc. Prof. Dr. Sunčana Roksandić, Chairwoman of the Council for the Implementation of the Code of Conduct for State Officials in Executive Bodies and Head of Department of Criminal Law of the Faculty of Law in Zagreb.
