The Loan Agreement between the Republic of Croatia and the International Bank for Reconstruction and Development (IBRD) was signed on 13 April 2010 and entered into force on 9 July 2010.
The main objective of the Project is to improve the efficiency of the Croatian justice system. This should be achieved by supporting the implementation of reforms in the justice system crucial for modernisation and alignment of the Croatian justice system with EU standards.
Under the Loan Agreement, the Project is funded from the World Bank Loan in the amount of 26 million EUR and national budget resources in the amount of 1.9 million EUR.
After restructuring of the Project in 2013, the Loan amount was reduced by 9 million EUR, so the Project structure is the following: overall project cost is 18 million EUR (17 million EUR from the Loan (Source 83)), 1 million EUR from the State Budget (Source 13)).
The deadline for Project implementation and withdrawal of resources is 30 June 2015.
The Project consists of four components:
Component A. - Improving the efficiency of the court system:
- Supporting the consolidation of the court network (analysis of real estate used by the justice system; development of a common platform for designing future buildings of judicial authorities)
- Improving courts’ resource management capacity (training for court presidents, secretaries and staff in using court resource management techniques),
- Upgrading and updating court operational information systems including the Integrated Case Management System (ICMS),
Component B. Improving the efficiency of the State Attorney’s Office (SAO):
- Consolidating SAO’s network (SAO’s headquarters facilities in Zagreb and USKOK's facilities), and new space for the SAO in Pula in the form of space reconfiguration and rehabilitation of the former military barracks,
- Strengthening the institutional capacity of the SAO, and
- Upgrading and updating SAO's operational information systems, including upgrade of SAO’s Case Tracking System (CTS).
Component C. - Strengthening management functions of the Ministry of Justice:
- Strengthening MOJ’s resource and performance management capacity, including the design and development of a justice sector medium-term expenditure framework and performance indicator with a view to gradually linking budgets to: (a) performance through more effective budget development, management and execution; (b) capital investment programming; and (c) justice sector performance indicators,
- Strengthening MOJ’s information systems and information system management capacity,
- Strengthening of ICT technical and management skills of selected MOJ staff.
Component D. - Support to Project management and implementation:
- Monitoring, evaluation and change management, including the carrying out of surveys,
- Financing of Operating Costs (including the hiring of logistical, administrative and other technical expertise),
- Carrying out surveys of users of the justice system, and
- Advance payment of the Loan (USD 0.65 m).
