Study visit of Norwegian delegation to the Ministry of Justice, Public Administration and Digital Transformation

From 17 to 21 March 2025, a delegation of the Kingdom of Norway participated in a study visit to the Directorate for Prison System and Probation within the bilateral project "Strengthening the capacity and visibility of the prison and probation systems"

10 Norwegian officers, together with their Croatian colleagues, have improved their professional knowledge, skills and competences in the field of organisation, security and rehabilitation of prisoners within the framework of the Dynamic Security concept.

In addition to the visit to the Ministry of Justice, Public Administration and Digital Transformation, visits were made to the Zagreb Prison, the Diagnostics Centre, the Training Centre, the probation offices Požega, Zagreb I and Zagreb II and the Penitentiary and Prison in Požega.

Numerous bilateral meetings and constructive discussions were held with the participants of the study visit on the topic of daily application of Dynamic Security in prison systems. 

The concept of Dynamic Security describes, in principle, the nature and quality of the relationship between an officer of a correctional institution and an inmate, the facilitation of various activities and content within correctional institutions in order to create an environment with a complete and meaningful regime of life for inmates of the correctional institution.
