From 18 to 19 June 2026, the 46th plenary meeting of the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ) was held in Šibenik, organised by the CEPEJ Secretariat and the Ministry of Justice, Public Administration and Digital Transformation of Croatia
During the two days of the meeting, a large number of activities were discussed in the area of improving the efficiency of the judiciary, such as the automation of judicial processes, the evaluation of justice systems, quality, cyber justice and the use of AI.
State Secretary Ivan Crnčec presented the Croatian activities on behalf of the Ministry of Justice, Public Administration and Digital Transformation, including tools for the automation of judicial processes, with an emphasis on the ANON system, automated publication of all judgements and mandatory sound recording of all court hearings that will start on 1 July 2027. An example of a fully digitised case was also presented
- a simple consumer bankruptcy case.
State Secretary Crnčec also presented a future project with AI elements - Predictive Justice, as well as guidelines for judges on responsible AI use.
As Vice-President of CEPEJ and Chair of the newly established Working Group on the effectiveness of judicial proceedings (CEPEJ-GT-EFF), State Secretary Crnčec presented its work so far, aimed at developing tools and studies that improve the quality, duration and modernisation of court proceedings.
