Minister Habijan signs Agreement establishing Digitalisation and AI Centre of Šibenik-Knin County

On Friday, 15 May 2026, Minister of Justice, Public Administration and Digital Transformation Damir Habijan and Director of Triangle Šibenik New Technologies Incubator Diana Mudrinić signed an Agreement on Cooperation in the Field of Digital Transformation and the Establishment and Operation of the Digitalisation and Artificial Intelligence Centre of Šibenik-Knin County

The Agreement underlines the importance of inclusiveness, balanced regional development and ensuring that education is accessible to all citizens, including vulnerable and digitally less aware groups.

Minister Habijan expressed his satisfaction with the Triangle Incubator, pointing out that Šibenik showed a clear vision of development and recognised the needs of society in the context of accelerated development of new technologies and digital transformation. He emphasized that this was precisely the direction that the Ministry of Justice, Public Administration and Digital Transformation promoted through its activities and policies.

He especially praised the fact that the Triangle offers education for all generations - from workshops for the youngest to programs for elderly citizens -, which shows that this is a space that corresponds to the real needs of the community. He also said that the full capacity and waiting list confirmed the justification of the idea and investment in such a project.

‘Technology develops rapidly today, especially in the field of AI and everything that is coming in the near future, but is actually already present. That is why it is important that the local community recognises this and keeps pace with the changes’, the Minister said, adding that Croatia is already performing above the EU average in some segments, especially when it comes to basic digital skills of citizens, where Croatia is at 59%, which is higher than the European average.

Finally, the Minister referred to the e-Citizens system, which is now used by more than 2.2 million citizens through more than 121 available services, pointing out that digital services saved citizens both time and money.

Director Mudrinić said that it was a great recognition for Šibenik to be the first city in Croatia to have a Digitalisation and Artificial Intelligence Centre.

‘The goal is not to keep activities exclusively within the Triangle, but rather to encourage the wider development of the entire Šibenik-Knin County through the application of technology, automation and digital transformation in various fields. We want to show how we can use technology and artificial intelligence in a humane and responsible way that supports the development of our community, both the city and the entire county’, she said.

She also said that it was particularly important and encouraging to have the institutional support of the Ministry for activities and projects that were already being implemented, stressing that such cooperation represented an additional incentive for the further development of the Centre and its programmes.

The Agreement confirmed the long-term cooperation between the Ministry and the local innovation infrastructure in the field of digital transformation of public administration, which includes the development of the digital and AI competencies of citizens, public administration employees and entrepreneurs, encouraging the use of the e-Citizens system and the implementation of educational programmes in the field of cybersecurity.

The signing ceremony was attended by Prime Minister Andrej Plenković and Minister Damir Habijan, as well as Minister of Environmental Protection and Green Transition Marija Vučković, Minister of Tourism and Sports Tonči Glavina, Šibenik-Knin County Head Paško Rakić and Mayor of Šibenik Željko Burić.
