Minister Habijan at India AI Impact Summit 2026

Minister of Justice, Public Administration and Digital Transformation Damir Habijan is participating in the India AI Impact Summit 2026, a key global political event on artificial intelligence, held in New Delhi from 18 to 20 February 2026

Speaking about artificial intelligence, Minister Habijan stressed the importance of strong institutional support for Croatian companies in the AI field.

‘As far as Croatian companies are concerned, communication is important, as in synergy we can more easily communicate topics that are challenging for everyone. It is good to be seen that the Republic of Croatia is absolutely behind them’, said Minister Habijan, recalling the recently held session of the National Council for Digital Transformation, which had also included representatives of the private sector.

The Minister stressed that the Summit's topics correlated with Croatia's National AI Development Plan, especially with regard to the ethical application of new technologies. 
‘What is at the forefront of this Summit, and what somewhat correlates with our National AI Development Plan, is the issue of AI application guided by the principle of ethics. The focus should be on the human and it should be understood that AI is a tool at the service of the human which is there to help in any segment - from the economy through public administration to justice’, highlighted the Minister.

Responding to a journalistic question whether artificial intelligence was already being used in state institutions and private companies, the Minister confirmed that certain systems were already in application and gave concrete examples.

‘Within the Ministry of Justice, Public Administration and Digital Transformation, we have departments in charge of the overall digitalisation of society, as well as those dealing with the digitalisation of justice. At the moment, certain AI systems are used, for example, for the organisation of court judgements or in the form of a virtual assistant facilitating access to land registry extracts and, in the public administration, as part of the ‘Life Situations’ sub-portal on the e-Citizens portal’, the Minister said.

As regards further plans, the Minister singled out the project of "Predictable Justice", which should have a dual function - to assist judicial officials as well as citizens.

‘We plan to make it easier for judicial officials to summarize large court cases, but also for citizens to conclude, based on facts, specific problems and judicial challenges, and previous case law, whether it is worthwhile to go to court or not’, the Minister explained.

The goal, as he pointed out, was to save citizens time and costs.

‘We mustn’t allow AI to become a tool we trust 100%. It is a tool that can help human intelligence, but human understanding and human intelligence must be the final authority’, the Minister concluded.
