Croatia and Bosnia and Herzegovina sign Memorandum on cooperation in the area of digital transformation

The Memorandum establishes an institutional framework for strengthening mutual cooperation, knowledge exchange and provision of professional and advisory support in the process of digital transformation, following the EU standards and best practices

Today, on 21 January 2026, Minister of Justice, Public Administration and Digital Transformation Damir Habijan and Minister of Communications and Transport of Bosnia and Herzegovina Edin Forto signed a Memorandum of Understanding between the Government of the Republic of Croatia and the Council of Ministers of Bosnia and Herzegovina on cooperation in the areas of development of secure digital infrastructure, of digital public services and digital transformation.

The signing of the Memorandum of Understanding establishes an institutional framework for strengthening mutual cooperation, knowledge exchange and provision of professional and advisory support in the process of digital transformation, following the standards and best practices of the European Union.

‘Today, on the occasion of the signing of the Memorandum on cooperation in the area of digital transformation, we held a constructive meeting with our friends from Bosnia and Herzegovina. Croatia and Bosnia and Herzegovina, as two friendly and neighbouring countries, have a lot of room for further progress in the area of digitalisation. We also agreed on a return visit, which should show the first concrete steps taken to implement this Memorandum’, said Minister Habijan, adding that he looked forward to future cooperation.

This Memorandum reflects a common vision of modern, efficient and citizen-oriented public administrations, based on secure and reliable digital solutions, and opens the space for stronger connection of Bosnia and Herzegovina with European digital and scientific research initiatives, with Croatia’s support.

‘It is important to highlight that it mustn't end with the signing of the Memorandum. We want to launch concrete joint projects - from cyber security and government services for citizens and businesses to the digitalisation of judicial processes’, said Edin Forto, Minister of Communications and Transport of Bosnia and Herzegovina.

The initiative for the conclusion of the Memorandum resulted from a joint session of the Government of the Republic of Croatia and the Council of Ministers of Bosnia and Herzegovina held on 20 June 2023, at which a Conclusion was adopted by which both sides welcomed the preparation of this document.

The cooperation will cover the development of secure digital infrastructure, advanced public digital services and the strengthening of trust in the digital environment, with a particular focus on the exchange of knowledge, experience and experts, and the implementation of joint projects involving institutions, professionals and the academia.

Cooperation in these areas will also be encouraged and developed through the establishment of cooperation between scientific and research organisations, including the connection of the academic and research network in Bosnia and Herzegovina with the Multi-Gigabit European Academic Network (GÉANT).

After the signing of the Memorandum, the two ministers held a meeting where they highlighted the potential for future cooperation, including interoperability and the development of e-services, areas in which Croatia has achieved notable results, and they announced the next meeting, to be held in Bosnia and Herzegovina.

With this Memorandum, Croatia confirmed its role as a committed and reliable partner to Bosnia and Herzegovina on its European and digital path.
