The 112th session of the Government was held on 21 August 2025.
State Secretary Ivan Crnčec presented a Proposal for a Decision calling complementary elections for national minority representatives in the representative bodies of local self-government units, a Proposal for the Response of the Republic of Croatia to the Recommendations for Immediate Action Contained in the Seventh Report of the Committee of Experts on the Application of the European Charter for Regional or Minority Languages by the Republic of Croatia, and the 2024 Activity Report of the National School of Public Administration.
Complementary elections in Rijeka and Ston in October
In accordance with the notice of the State Electoral Commission on the conduct of regular local elections, national minority representation was not achieved in 75 units of local and regional self-government.
"Out of 307 seats for minority representatives, 218 of them were filled, which means that 89 more minority representatives should be elected in the complementary elections", explained State Secretary Crnčec.
The proposal for this Decision is a follow-up to the Government Decision of 30 July 2025 calling complementary elections in 73 local and regional self-government units, since two units could not be covered by that Decision as their representative bodies had not yet been constituted.
“This proposal covers these two units - the City of Rijeka and the Municipality of Ston. The Rijeka City Council was constituted on 7 August 2025 and the Ston Municipal Council on 11 August 2025", said State Secretary Crnčec.
Sunday 5 October 2025 was proposed as election day and the Decision was set to enter into force on 22 August.
The Republic of Croatia has prepared a proposal for a response on the application of the European Charter for Regional or Minority Languages
In 2023, the Republic of Croatia submitted to the Council of Europe the Seventh Report on the Application of the European Charter for Regional or Minority Languages.
"We received a response from the Committee of Experts in March 2024 containing recommendations for immediate action, and the Republic of Croatia should submit a response to the Committee of Ministers of the Council of Europe by 1 September 2025", said State Secretary Crnčec.
The Ministry of Justice, Public Administration and Digital Transformation prepared the response in cooperation with the Ministry of Science, Education and Youth, the Ministry of Culture and Media, the Government Office for Human Rights and Rights of National Minorities and the Education and Teacher Training Agency.
In 2024, the National School of Public Administration held 405 trainings
At the end of his presentation, State Secretary Crnčec presented the 2024 Activity Report of the National School of Public Administration.
The main achievements of the National School of Public Administration in the past year were the implementation of a Central Training Information System and three international projects, delivery of 405 trainings with a total of 15,844 participants, and it cooperated with 165 trainers.
The School’s total revenue in the past year was €962,324.
