State Secretary Ivan Crnčec participated as panelist at annual TSI conference in Brussels

The Technical Support Instrument (TSI) Annual Conference "Supporting Reforms - Shaping the Future Together" took place on 13 May 2025 in Brussels

It is a key event that brings together experts, decision-makers and representatives of the Member States with the aim of exchanging experiences and showing how EU support through the TSI contributes to the implementation of reforms and alignment with European priorities.

The conference also marked the official start of the new TSI 2026 cycle, during which the priorities and strategic objectives of technical support for the coming year were presented. The focus was on the results achieved, the challenges faced by countries in implementing reforms, and the importance of cooperation between EU institutions and national authorities.

Among the high-level panellists was State Secretary Ivan Crnčec from the Ministry of Justice, Public Administration and Digital Transformation, who participated in the debate on “How to initiate important reforms: past lessons, future challenges".

During his presentation, State Secretary Crnčec stressed the importance of concerted action by all levels of government for the successful implementation of reforms. He also presented examples of successful Croatian projects funded through the TSI instrument, including e-Communication, the digital data exchange system in the judiciary, Anonymisation of Judgements, an important step towards greater transparency and protection of personal data, and Paperless Commercial Courts, a new project aimed at the digital transformation of the court administration.

He stressed that ensuring strong political commitment, ownership of results, investment in digital infrastructure and strengthening human capacity, with open and continuous cooperation of all stakeholders involved, was crucial for the success of reforms.

The conference provided a valuable platform for the exchange of good practices and experience among Member States, with the conclusion that EU technical support remains indispensable for achieving long-term objectives such as stability, competitiveness and sustainable development of the European area.
