Croatia has made remarkable progress in the implementation of the European project "Once-Only Technical System" (OOTS), which is crucial for simplifying administrative processes and improving interoperability among public institutions across the European Union
As one of the leading countries, Croatia has reached level 5 out of possible 6 on the OOTS integration success scale, joining an exclusive group of only seven EU Member States that have reached this advanced stage of digital transformation.
This significant success is the result of the implementation of all previous projects of the former Central State Office for the Development of Digital Society, whose activities the Ministry of Justice, Public Administration and Digital Transformation has continued through the project 'Establishment of a Central Interoperability System', financed under the National Recovery and Resilience Plan 2021-2026. Through continuous investments in digital infrastructure, improvement of security standards and development of user-friendly public services, solid foundations have been established for the integration of European systems such as the OOTS, thus strengthening Croatia's position among the leading EU countries in the digital transformation of public administration.
The OOTS project enables the implementation of the "once-only principle", according to which citizens and businesses submit their data to public administration bodies only once. Thereafter, those data are securely exchanged between different institutions, reducing administrative burden, speeding up processes and increasing the quality of services, while ensuring a high level of privacy protection.
In addition to testing the Lifecycle Management Interface (Lifecycle Management Interface) as part of the wider "Once-Only Common Services" (OOCS) initiative, Croatia further demonstrates its commitment to the development of digital public administration. The integration of the OOTS into the national public service system will allow for an even more efficient use of this interface, making it easier for citizens and businesses to interact with the administration.
“Level 5 is the result of continued investment and a strategic approach to digitalisation. Croatia is at the top of the EU when it comes to the implementation of the OOTS, which makes us key stakeholders in the transformation of public services at the European level", said Minister Habijan.
The project is part of a wider plan of the European Commission, funded under the Connecting Europe Facility. Given the progress made so far, Croatia is on track to become one of the models of best practice in the EU when it comes to digital public services.
