Announcement to voters for the presidential election

Until Wednesday 18 December 2024, voters may apply for temporary registration, prior registration, active registration and the issuance of certificates for voting outside their domicile ('yellow certificates')

On 21 November 2024, the Government of the Republic of Croatia issued a Decision on Calling the Election for the President of the Republic of Croatia.
 
The election will take place on Sunday 29 December 2024.
 
Voters can check their data entered in the Electoral Register at: https://biraci.gov.hr/RegistarBiraca/.
 
Voters can view, supplement and change the data entered in the Electoral Register, and apply for:

1. temporary registration in the Electoral Register outside their place of domicile (voters domiciled in Croatia who wish to vote in Croatia in a place other than their place of domicile);
2. prior registration (voters domiciled in Croatia who wish to vote abroad);
3. active registration (voters without a domicile in Croatia who wish to vote abroad or in Croatia);
4. issuance of a certificate for voting outside their place of domicile -'yellow certificate' (voters domiciled in Croatia who wish to vote in a place other than the place of domicile in Croatia or abroad, but are not sure where they will be residing on election day),
by 18 December 2024 at the latest. 
 
Applications may be submitted through the e-Voters service in the e-Citizens system or to the competent administrative authority of a county or the City of Zagreb. The competent administrative bodies of the counties and the City of Zagreb, which maintain the Electoral Register, will publish their contact details and working hours on their websites. 
 
LIST OF COMPETENT ADMINISTRATIVE BODIES OF COUNTIES AND THE CITY OF ZAGREB
 
Given the possibility of a second ballot, voters may simultaneously apply for the first and second ballot.
 
In the event of a second ballot, voters may also, as soon as the date of the second ballot has been set and no later than 10 days before the date of the second ballot, submit a new application for temporary registration outside their domicile, prior registration, active registration and the issuance of a certificate for voting outside their domicile, may amend or withdraw the previously submitted application.
 
In the event of a second ballot, voters will be informed of the working hours of the competent administrative bodies in due course.
 
VOTERS DOMICILED IN CROATIA
 
  • Voters who wish to vote in Croatia in a place other than their place of domicile should apply for TEMPORARY REGISTRATION for that place. The application for temporary registration outside one’s place of domicile may be submitted to any competent administrative authority of a county or the City of Zagreb, regardless of the voter’s domicile or the place where they wish to vote.
  • A voter who wants to vote abroad must apply for PRIOR REGISTRATION. The application for prior registration may be submitted abroad, to any diplomatic mission or consular post of the Republic of Croatia, or, in Croatia, to the competent administrative authority of a county or the City of Zagreb. 
  • Exceptionally, voters may apply to the competent administrative authority with which they are registered in the Electoral Register for a CERTIFICATE FOR VOTING OUTSIDE THEIR PLACE OF DOMICILE (the so-called “yellow certificate”) without specifying where they will be residing on election day, which enables them to vote at any polling station in Croatia or abroad. 
 
NON-DOMICILED VOTERS 
 
  • Voters who have been issued a personal identity card containing a domicile address outside Croatia or have applied for such an identity card do not have to apply for active registration, as they will be actively registered ex officio for the relevant country and consular area according to the domicile address indicated on the identity card, EXCEPT IF they wish to vote in the territory of another diplomatic mission or consular post abroad or in Croatia, in which case they must apply for a change of place of active registration.
  • Otherwise, they will only be able to vote in the state and consular area according to the foreign address indicated on the personal identity card, where they are already actively registered ex officio.
  • Voters who do not have a personal identity card indicating their domicile address outside Croatia must apply for active registration in order to vote abroad or in Croatia.
  • The APPLICATION FOR ACTIVE REGISTRATION and the APPLICATION FOR A CHANGE OF PLACE OF ACTIVE REGISTRATION can be submitted to the nearest diplomatic mission or consular post of the Republic of Croatia abroad, or, in case the voter intends to be in Croatia on election day, to the competent administrative authority of a county or the City of Zagreb. 
 
e-Citizens
 
Voters who have credentials and access to the e-Citizens system may apply for temporary registration, prior registration and active registration and make changes to the applications using the e-Voters service in the e-Citizens system.
 
 
ISSUANCE OF VOTING CERTIFICATES ON ELECTION DAY ('BLUE CERTIFICATE')
 
We call the attention of voters with a domicile in Croatia to the fact that only voters with a domicile address in Croatia and valid personal identity card are entered on the electoral roll and will be listed on the copies of the electoral roll submitted to polling stations.
 
Voters who do not have a valid personal identity card may exercise their right to vote with a voting certificate issued on election day ('blue certificate') by the competent administrative authority of a county or the City of Zagreb according to the voter’s domicile address.
 
Voters who do not have a domicile address in Croatia and are not actively registered may exercise their right to vote abroad by means of a certificate issued on election day by the diplomatic mission or consular post of the Republic of Croatia abroad.
