Minister of Justice and Public Administration Ivan Malenica participated in the informal meeting of the Council of the European Union (Justice and Home Affairs Council), which took place on 26 January 2024 at the Egmont Palace in Brussels.
The Council discussed drug-related organised crime. The European Commission has published its Roadmap to Fight Drug Trafficking and Organised Crime, which highlights that drug trafficking operated by organised crime is one of the most serious security threats Europe is facing today. Fight against organised crime is one of the priorities of every developed and modern society, and the Croatia has been contributing to this fight, among other things, through a specialised State Attorney’s Office for the Suppression of Corruption and Organised Crime.
Ministers also exchanged views on the issue of decriminalisation of prostitution. Prostitution is a global reality that requires a nuanced response to address the challenges faced by people providing sexual services. There is no universal agreement on its concept and definition, and it is perceived in many different ways. It is also subject to different regulatory frameworks around the world.
One of the topics of the meeting was the promotion of reintegration and rehabilitation in prisons. Prison is an indispensable tool in our criminal justice systems. However, its purpose should go beyond mere punishment. Both the United Nations and the EU stressed the importance of the reintegration and rehabilitation of prisoners. Promoting their reintegration and resocialisation in line with human rights standards also contributes to a safer society and the prevention of recidivism. The legal instruments and minimum standards set at international and EU level to protect this principle demonstrate its importance.
