The Ministry of Justice and Public Administration has selected 40 municipalities, cities and counties to participate in the pilot project within the project “Optimisation of the local and regional self-government system ”.
The Ministry of Justice and Public Administration held an introductory meeting with the representatives of the selected local and regional self-government units on 28 February 2022.
Optimisation of the local and regional self-government system is a project of the Ministry of Justice and Public Administration that will enable local and regional self-government units to perform the functions within their remit more efficiently.
This project includes collection and analysis of data on the capacities of municipalities, cities and counties, which will serve as the basis for the establishment of a Central Database on the capacities of local and regional self-government units and a Functions Catalogue, as well as for the categorisation of units. This will contribute to greater efficiency of units and better quality of their public services.
The selected local and regional self-government units will participate in the pilot project which will include a survey of local civil servants and interviews with them on the performance of tasks within the remit of the unit in which they are employed, cooperation in the preparation of the Functions Catalogue and the definition of categories of local and regional self-government units, and training for civil servants.
“This pilot project will establish a platform for quality cooperation and with municipalities, cities and counties that will play a key role in defining and analysing indicators. The implementation of this project will result in a more efficient and higher quality system of local and regional self-government", said State Secretary Sanjin Rukavina.
40 municipalities, cities and counties were selected to participate in the pilot project through a stratification process based on key parameters, in accordance with statistical sampling rules. The selected set of units represents a statistically representative sample.
