The project “Targeted Early Victim Needs Assessment and Support – TEVNAS” was implemented by the Ministry of Justice in cooperation with the Croatian Law Centre and the Croatian Government Office for Human Rights and Rights of National Minorities.
The project was co-financed by DG Just under EU's Justice Programme and by project partners.
The implementation period was 1 January 2016 – 30 June 2017.
Objectives:
- To improve knowledge of the optimal normative and implementation framework of the relevant provisions of the Victims’ Directive (Directive 2012/29/EU of the European Parliament and of the Council of 25 October 2012 establishing minimum standards on the rights, support and protection of victims of crime, and replacing Council Framework Decision 2001/220/JHA), and develop recommendations for their improvement in Croatia,
- To develop the tools for early and targeted individual assessment of protection and support needs, and referral protocol of collaboration among all relevant agencies and institutions involved with victims of crime

Activities:
The existing regulatory and procedural framework for the implementation of the Directive was reviewed, in view of identifying good practices, and gaps preventing the full implementation of the Directive.
Fieldwork research was conducted to map the current state and future potential of the resources of civil society organisations’ (CSOs) for victim support.
The results of the fieldwork research in the form of EU and national best practices were presented at a conference on individualised victims’ needs assessment.
The second part of the project was aimed at accomplishing the second objective - development of tools for early and targeted individual assessment of protection and support needs, as well as protocols for referral of victims to support and protection services, so that victims are efficiently referred for further treatment by the institutions they approach first.
The final conference of the project presented the results, recommendations, and tools developed for the benefits of early and targeted victim protection and support, in view of their ultimate incorporation in the national policies and instruments in this area.
TEVNAS Project Board
A Project Board was established under the project “Targeted Early Victim Needs Assessment and Support – TEVNAS” for the purpose of joint planning of project activities, discussion of issues important for project implementation, proposals on how to address potential problems and decisions on distribution of tasks, and evaluation of the project upon its completion.
The Board consists of four members:
- Maja Bukša (Deputy Director of Government Office for Human Rights and Rights of National Minorities),
- Vesna Grubić (Director of Croatian Law Centre),
- Nikica Hamer Vidmar (representative of the Ministry of Justice, Independent Division for Victim and Witness Support), and
- Elizabeta Ivičević Karas (professor at the Criminal Procedure Law Department of the Faculty of Law, University of Zagreb).
The first meeting of the Board was held on 29 January 2016.
