Parliamentary sitting: Proposal of amendments on local civil servants and employees

State Secretary Fadila Bahović presented to the Croatian Parliament the Final Proposal of the Act on Amendments to the Act on Civil Servants and Government Employees in Local and Regional Self-Government 

"The final proposal of the Final Proposal of the Act on Amendments to the Act on Civil Servants and Government Employees proposes the regulation of status issues of civil servants in the functional integration of local self-government units. It further prescribes the obligation to regulate these issues by means of a special agreement to be concluded between mayors of the local units being functionally integrated", explained State Secretary Fadila Bahović.

The second objective of the proposed amendments is to align the law with the (State) Civil Service Act in order to enable remote work and telework as well as part-time work for local civil servants.

It also stipulates the possibility of part time recruitment of retired persons under 67 years of age, for a maximum of half time, as well as the possibility of retaining a civil servant who meets the requirements for retirement.

In addition, it provides for the adoption of a code of ethics that will regulate in more detail the rules of conduct for civil servants and employees of administrative bodies and their obligation to sign a declaration of absence of conflict of interest.

The harmonisation with the (State) Civil Service Act also refers to the obligation to take the Civil Service Exam of the appropriate level, time limits for taking the Exam, consequences of the failure to take the Exam and the possibility of extending the time limit for taking the Exam.

Furthermore, the proposed amendments include improved provisions on the public competition procedure for recruitment, transfer and promotion of local civil servants and on their liability for breaches of official duty.
