Delegation of the Ministry of Finance of Montenegro on a working visit to Ministry of Justice, Public Administration and Digital Transformation

State Secretary Fadila Bahović and her associates received a delegation of the Ministry of Finance of Montenegro, led by State Secretary Jovana Nišavić 

The meeting was held with the aim of exchanging experiences in the field of the reform of the wage system in civil service and public services, which Croatia has implemented in recent years.

They discussed the organisation of the public sector in Croatia, the legal and institutional framework of the wage system, as well as mechanisms for determining and calculating wages.

Special emphasis was placed on the structure of wages, the details of the implemented reform, the methodology of job evaluation and performance appraisal, and the process of consolidation of job titles and their classification into pay grades.

Participants of the meeting also discussed the role of the World Bank in the implementation of the reform, the current state of the system, practical experience and recommendations for future steps.

The centralised payroll system was also presented, including its coverage, legal framework, control and reporting mechanisms.

The meeting was held in a constructive atmosphere, and participants expressed satisfaction with the exchange of knowledge and readiness to continue cooperation in the field of improvement of public administration.
